Sources and method
Every answer in a Perceelscan comes from government open data and carries its source and the date it was retrieved. Rules come from the official text, with the article number.

All sources are open data: in Flanders under the Flemish free reuse licence (Modellicentie Gratis Hergebruik), in Brussels under CC0 or CC BY 4.0.
How the rules are incorporated
The plans and regulations come from DSI, the digital platform to which every authority must upload them as soon as they are adopted or approved (art. 5.1.1 of the Flemish Spatial Planning Code, VCRO). The report names every regulation that applies to the plot, with its dates and a link to its record containing the full text.
ImSight has also encoded the Antwerp Bouwcode (building code) article by article, with each article number. No summary by a language model: any figure in a report comes from the rule itself. Every report states its version.
Found, not found or not checked
A source that responds and finds nothing is not the same as a source that does not respond. The report makes the difference clear: ‘not found’ is an answer; ‘source unreachable’ means it was not checked. If a municipality reports that its plans and regulations are not fully in the register, the report says so too.
The texts
The sentences in a report come from fixed templates, not from a language model: the same plot always produces the same text. Every section has a button for reporting an error.
The site and the report are available in Dutch, French and English. Names of plans, regulations and zones stay in the language of the register; in Brussels, the French and English versions use the French names from the registers.
The search box
The search box knows every street name in Flanders, from the street name register of Digitaal Vlaanderen. It also finds an address with a typo, an abbreviation or no municipality, and only shows addresses without a box number: a report is about the plot. If the same address exists in several municipalities, such as Grote Markt 1, the nearest one comes first. To do this, the server looks up in its own list roughly which area your IP address is in, without passing it on to anyone. From outside Belgium, addresses are listed alphabetically.
