What can you build at this address?
Every rule and every register that applies to a plot, in one place: zoning, regulations, heritage, flooding, PFAS and permits in the neighbourhood. With the source of every answer.
The preview is free: the area of the plot, its zoning and the number of regulations that apply. The report costs €49 incl. VAT.

Three questions, one report
What is allowed here?
- Zoning plan
- Provisions
- Regulations
What the zoning allows, which rule sets the dimensions and what a project must include: from the plan and the municipal, provincial and regional regulations that apply to the plot.
What obstacles?
- Heritage protection or inventory
- A recent permit
- At risk of flooding
- A PFAS zone
- A right of pre-emption
- Nature or Seveso
Every register says found, not found or not checked. An unreachable source is not a no.
Why?
- GRB
- Onroerend Erfgoed
- VMM
- Omgevingsloket
Every answer with its source and date, every rule with its article number. Amounts are kept separate, in a calculator you adjust yourself.
17 sections. The conclusion at the top.
A report is built like a building: the sources at the bottom, above them the plot, the rules and the risks, and at the very top what the rules allow and what stands in the way.

Where can you use the Perceelscan?
Throughout Flanders and Brussels. In Flanders, the municipal, provincial and regional regulations come from the register to which every authority must upload them (DSI, Departement Omgeving); in Brussels, we read the PRAS, the PPAS and the Region’s registers. Wallonia will follow later.
PHASE 1 · LIVE
Flanders
Every address in the 285 municipalities; 210 of them have a regulation of their own in the register.
PHASE 2 · LIVE
Brussels
Every address in the 19 municipalities: zoning, heritage, risks and permits; the number of m² is not yet included.
Questions
Does the Perceelscan include financial figures?
The report itself states which rules apply and what stands in the way of a project, without any amounts. It is followed by a calculator: an estimated value of the plot if you demolish and rebuild what is legally allowed, using Statbel’s median prices and assumptions you adjust yourself. An estimate, not a valuation: what a property is worth depends on the market and on who is buying.
Does the Perceelscan replace the official property information?
No. The Perceelscan is there for the decision you take before an offer or a project: in a few minutes, with the source for every answer. For the sale itself, the official property information is still required; the notary or estate agent requests it from the municipality.
Where does the data come from?
From government open data: the GRB (Flanders’ large-scale reference database) and the address register of Digitaal Vlaanderen, the register of plans and regulations (DSI), the rights of pre-emption, the building lines and the Omgevingsloket of the Departement Omgeving, Onroerend Erfgoed (the Flemish heritage agency), the nature areas of the Agency for Nature and Forests (ANB), Seveso sites, vacant business premises (VLAIO), the flood maps of the VMM, the signal areas (Waterinfo), the sewer inventory and the PFAS zones of DOV and OVAM.
