How much can I build in Ypres?

That depends on the plot: the zoning plan that applies (the regional zoning plan, a RUP or a BPA), the regulations and what is there now. The Perceelscan works it out for each address: how many m² of floor area may legally be built, and how many are already built. In Ypres, the Ypres regulation on living environment and heritage (2006) lays down a fixed rule in art. 7: a building adjoining its neighbour, on a plot narrower than 15 m, may cover at most 75% of a plot of up to 300 m²; above that, 225 m² or half, and from 600 m², 300 m² or 40%. Exceptions are sometimes possible; the Perceelscan applies the rule to the shape of the plot.

Do I need an environmental permit in Ypres?

For most works, yes: building, renovating, demolishing and splitting a dwelling generally require an environmental permit (omgevingsvergunning, formerly called the building permit or planning permit), which you apply for through the Omgevingsloket portal. Some minor works are exempt or only require a notification: vlaanderen.be sets out the rules. For each address, the Perceelscan also shows the existing permits.

Can I demolish and rebuild in Ypres?

Demolition usually requires an environmental permit. What you may build afterwards is determined by the plan and the regulations that apply to the plot; heritage status, a plan in preparation or an expropriation can stand in the way. The Perceelscan sets it all out for each address. Ypres has its own rules for buildings of heritage value in the regulation ‘Gemeentelijke stedenbouwkundige verordening ter vrijwaring van het woonklimaat en het waardevol bouwkundig erfgoed’.

Can I split a dwelling into several units in Ypres?

For Ypres, the register lists no municipal regulation on housing; the plan and the regional rules then apply. If in doubt, check with the municipality. Splitting a dwelling into several dwellings generally requires an environmental permit, even without any building works (see splitting a dwelling on vlaanderen.be).

How many parking spaces must I provide in Ypres?

For Ypres, the register lists no municipal regulation on parking; the plan and the regional rules then apply, and the permitting authority decides on a case-by-case basis.

Do I need to install a rainwater tank in Ypres?

Often, yes, when you build, rebuild or extend a building or a paved surface: the regional regulation on rainwater (2023) then sets rules for collecting and reusing rainwater, letting it soak into the ground or buffering it. Which measure your project requires depends on its surface area. Ypres has its own rules on rainwater in the regulation ‘Bouwverordening betreffende lozing van huishoudelijk afvalwater, de verplichte aansluiting op de openbare riolering en de afkoppeling van hemelwater afkomstig van particuliere woningen.’.

Can I cut down a tree in Ypres?

Ypres has its own rules on this in the regulation ‘Gemeentelijke stedenbouwkundige verordening betreffende de aanplant en het rooien van houtige beplantingen’. Whether cutting down (felling) a tree requires an environmental permit depends on the tree and its location; the regulation and the Flemish rules specify this.

Does Ypres impose planning obligations?

Ypres addresses this in the regulations ‘Gemeentelijke Stedenbouwkundige Verordening inzake lasten bij de omgevingsvergunning’ and ‘Gemeentelijke stedenbouwkundige verordening betreffende een financiële waarborg bij werken die een risico voor het openbaar domein inhouden’. A planning obligation is a piece of work or a contribution that the permitting authority can attach to an environmental permit, for example for a larger housing project.

Where can I find the spatial implementation plans (RUPs) for Ypres?

In the register of plans and regulations (DSI) of the Departement Omgeving, with 54 plans for Ypres (RUPs, BPAs and others).
